[Ruby-DBI-devel] Patch: argument to set busy timeout in dbd_sqlite

The attached patch against ext/dbd_sqlite/SQLite.c in the current stable
release adds support for an sqlite_busy_timeout argument to the SQLite
driver. If the user does not set, it defaults to 0, which is to return
immediately with an error if the database is busy. This matches the current
behavior.
