using ndiswrapper v1.53 the windows net8185 driver, 'iwlist wlan0 scan' shows 3 - 5 networks, with signal strengths ranging from 30 - 60%. using the rtl8180 driver, 'iwlist wlan0 scan' shows at best one network, at signal strength 9 - 16%, and cannot connect to the network i connect to (almost) flawlessly with ndiswrapper.
i'm currently running kernel 2.6.28.2, but this bug has been present at least since 2.6.26.

I observe the same with rtl8180. I currently have to stick with kernel linux1 2.6.25-gentoo-r9 because in
this release the driver still works fine. If I upgrade the kernel to >=2.6.26 I get very low signal
strength and it wont connect. Here is a typical output of

lspci says I have a
00:0e.0 Ethernet controller: Belkin Device 700f (rev 20)
Again with 2.6.25 kernel things work like a charm
As I noted on one of the other bugs, there are issues lodged in various places for low signal issues against these chipsets. https://bugs.launchpad.net/ubuntu/+source/linux/+bug/293946 is just one of the references to it.
