Version 1.12 released

Hi all,

Version 1.12 fixes the error reporting problem on Windows (or, at least, 
greatly improves the situation). It also employs safe file creation. 
Whenever a file is created, it is created with a temporary name, and 
then renamed over the original. This can be turned off with the new 
--risky-writes command line option.
