So it took two months and two days, but I finally got around to doing it.

The site now carries a new Win32 rsyncrypto zip file, that has the 
missing DLL. I'm sorry for the inconvineince. It's just that I am no 
longer sure where this DLL came from. Whether it's a version of OpenSSL 
that I compiled myself, or something I downloaded as part of a seperate 
project.

Hope this solves everyone's problems.
