#289 Dropping tokens with Fog of War very difficult

When a small piece of the square is occluded by the
FOW, or even a small piece of the square below the
target square on a bounded map it is not possible to
drop the tokens into the square.

This makes the FOW very difficult to use because you
end up having to saw away at more and more of it, or
the GM ends up having to move player tokens.
