I am using gnome desktop, and assigning a shortcut key to launch roxterm. But
when I start it using the shortcut, roxterm don't get focus. It is very
inconvenient for me.
This problem won't happen in the following cases: 1) start in an existing
roxterm; 2) use shortcut when all windows is minimized

This could be your window manager trying to prevent focus stealing. By default
roxterm uses one instance of the application to manage all windows even if
they're opened from the command line - this makes it possible to drag tabs
between windows. The trouble is this seems to make some window managers think
it's some sort of rogue application trying to open a popup.
What window manager are you using? It may be possible to add an exception to
focus stealing prevention for "roxterm" windows or to disable FSP altogether.
Or are you using metacity? It looks like having its "focus_new_windows" gconf
option set to "strict" instead of "smart" would cause this. Or if you've
disabled "raise_on_click", that tends to cause lots of unpleasant side-effects
in metacity.
