It just means I need to have the compatibility option set. [ Panel disappearing ] It's the panel auto-raise thing. After you move the mouse off of it, it sends it to the back (safe in the knowledge that the WM won't let anything go under the pinboard). Clicking on the pinboard sends it to the back. This should have no effect with a supporting WM, but can prevent you getting completely stuck with others.
