I tested this several times on my current setup with several different file arrangements, even restarting the X session to be sure it worked as I thought it did. Every instance kept the exact file order (in the 'send to' menu, not the directory list, which Rox sorts) in which I created them. My directory is somewhat like yours with a mix of scripts and symlinks.
