#29 Sisters Anchorite/Penitent System

Old idea for Sororitas, but a way to use captured Sisters to make Penitents/Anchorites and maybe Repentia.
Might connect it with the new Dogmata "cop" sister.

Basically soldier transform code / manufacture to take a captured Sister (restricted to race STR_HERETIC_SISTER, STR_SLAANESH_SISTER etc) and then get new units / soldiers.

thinking it will be a STR_ADEPTAS_PENITENT that can't go directly into power armor etc, but will need to reach rank 5 to convert to STR_ADEPTAS. Until then, restricted to Penitent / Anchorite / Repentia armor.

It should be less than rank 5 as (assuming you count from 0) is the highest rank and only one unit can have that rank at any time.
But we can link it to the commendation system we started using.
