So bar 9 actually starts at 30720, which means in fact both of the notes start before the barline -- it's just that RG has already done the tiny quantization necessary to push the second one into the next bar, while the first is just that bit too far away. There is no direct conversion from the timebase numbers to real time -- it depends on all of the tempo changes that occur before the time in question.
