This is a piece of functionality that would be very useful, and we've been talking about it for years, but talk is cheap, and there is neither code nor the will to get it written. It shouldn't be that difficult to do with the MIDI volume control. You can use a control ruler to insert volume control events into the necessary tracks at the right places. While this is not exactly a quick and easy solution, it's probably still less tedious than manipulating event velocities. Assuming the virtual synths pay attention to the volume controller, actually.
