#511 Keyboard selection in keyboard shortcuts dialog

I'm delighted to see that there is a new keyboard editor, and more delighted to see that there is a keyboard selection in this dialog (in Switzerland, my keyboard is qwerz, so just selectionning the right keybord solve almost any of the problem).

There is just a small bug: the "actualkeyboard=1" key is written in Rosegarden.conf, but not read when you re-open Rosegarden. It means that you have, any time you open Rosegarden, to manually re-select the qwerz keyboard to allow the software to function properly.

Yes there is a bug in the code for the restore of the keyboard.
I have made a merge request to fix this.
We even have a test case for the shortcut editor - difficult to cover everything - sigh
This should certainly go in the next release.

Compiled, tested, and everything seems OK so far.
The keybord layout problem seems solved.
