#719 Notation:Duplicated time-signatures in part-writing segments

In the notation editor, time-signatures are duplicated
on a staff at the first bar of an overlapped segment
containing a different musical part and also at any
later bars of that segment which contain time-signature
changes. The two attached screenshots were taken before
and after the bug fix.

    This is from a group of related patches I wrote to add
    support for part-writing in RG (now working). It's a bug
    fix, so it should go into RG 1.0 but some of my other
    patches make certain changes to the user-interface of the
    notation editor, so they will not be committed until the
    start of the new RG 1.1 development cycle, i.e. don't expect
    to have full support for part-writing in RG 1.0.

    I suggest that you now hold off on all of these (bug
    fixes included) until 1.0 is signed & sealed, and then
    commit the lot afterwards. (Using a branch in CVS
    specific to testing part-writing code, if you like -- I
    don't mind either way.)

    There are no extra time signatures in 1.7.0-svn, and William has been gone for years.
