#1222 No scroll while drawing loop/range in notation/matrix views

This is rescued from an old, messy report from 2004. It's the last part of that report that's still relevant, and it seems like it may be a small regression. Shift+click on the top or bottom ruler in a matrix or notation view, and start dragging the white loop/range marker to the right. When you hit the right edge, you're stuck there.
