Sometimes levels are generated with unconnected,
inaccessible rooms. If the stairs are placed in one of
these areas, it may be impossible to proceed to the
next level.

I have run into that situation with maze rooms. It took me
several hundred turns searching each maze room square to
find the hidden square that was the path (inside the maze
room) to the stairs.
Could it be that searching while standing on a hallway
character has a much lower probability of success than
searching on a room floor character (i.e., a period)?
