I have no clue why the installer failed. I have never this this before.
What you could do it to just rename the robocode-1.9.4.3-setup.jar file to robocode-1.9.4.3-setup.zip and unzip it to somewhere you prefer, e.g. under C:\robocode.
Open a command promt and CD your way to C:\robocode and write .\robocode.bat.
Now Robocode should start up.
