#2 Common configuration file or configuration script

A common location for global configuration information should be added. Alternatively, and perhaps more beneficial, an install-time php script and/or Admin Console configuration setup should be available.

*note - admin console does allow the management of users, locations, rides, etc. but some other variables such as ID length/requirement does not exist. Additionally, some items such as MySQL database information should be separated into the install-time script as it should not be available to the admin. Will need to determine which items should be visible to the admin users, if any.
