#400 Error During First Run (generate new profile and node)

I've downloaded the Windows version of retroShare with tor and public. When running it for the first time, retroShare asks for a username and password. After entering the information and hitting the "GO" button, this program responds in about 20 seconds with the following error message printed in a dialog box.
"Failed to generate your new certificate, maybe PGP password is wrong!"

What's going wrong? How can I get the program to work correctly.

Note: I the problem working ealier but it kept repeatedly hanging whenever I tried to do something. So I deleted the old version and an trying to reinstall in. I also made sure to get rid of everything Windows stores in the hidden folder C:\Users\<myUserName>\AppData\Roaming\RetroShare.
