#340 It's not possible to deactivate General slot in Relay option

It should be possible to serve as a relay for friends (or friends of friends), but not for the general public. Especially in light of the recent court decision in Germany, it should be possible to disable the General slot.
However, it's not. The number can only be reduced down to 1, it's not possible to set it to zero. The same is true for the Friends of Friends slot.
