As a matter of fact, I'm a professionnal in IT management and CMMI. So I think you project should gain a lot if it was possible to define projects into an organisation level. Then each requirement of a project should be marked as organisation requirement and automatically introduced in each new projects. This means several upgrades: Adding an organisationnal level above projects, adding the possibility to edit organisation level requirements, adding a tool to search for modification impacts in all projects.

there can be a project "organisational requirements" that is always present and where the requirements are also visible.
