[Repast-developer] cvs restructuring

In an effort to make builds and distribution building a bit easier, we
are going to restructure the cvs repository.  The new version will look
like this:

        |_src
                |_Acme
                |_uchicago
                |_layout
        |_docs
                |_how_to
        |_build.xml
        |_COMPILING
        |_UPGRADING
        |_readme.html

The ant build file will now fetch the third party jars as part of the
build process, so hopefully, an entire distribution can be built quickly
from this new structure.  

In order to do this cleanly, we need to make sure that any changes you
may have made have been committed to the current cvs structure, so that
they aren't lost.  Also, after this is done, you'll need to check out
the sources again.  I'll let you know when that has happened.  I'd like
to submit the restructuring request today or tomorrow, so let me know if
you have any concerns.
