No, it isn't nor was it ever intended to be. Two threads writing to the
same file would no doubt cause problems. However, I've never heard of
this happening under "normal" repast usage. 

That said, Tom and I are currently thinking about data recorder
interaction with IController as well as distributed data recorders and
this is one of the issues.
