[Repast-developer] build.xml and cvs

Hi,

I just recently noticed that build.xml doesn't update correctly on cvs
checkins, and more importantly that we all will have our own version
which may not synch with the instructions in COMPILE. Consequently, I've
removed build.xml and added build.foo as template for a user's specific
build.xml. I also changed the compile instructions in COMPILE
appropriately.

Not an idea solution, but okay for now, given that doing a cvs update
destroyed by own build.xml (rather than just replacing it with Tom's).
