#311 NUMERIC FORM, missing documentation regarding default

In the syntax diagram for the NUMERIC FORM instruction, it
shows that "expr" can be omitted, but there is no documentation
that explains this, nor is there any documentation that explains
what happens if it is omitted (it defaults to SCIENTIFIC).
