A have updated Subversion (https://sourceforge.net/p/record-editor/code/HEAD/tree/Source/)
and uploaded a zip file RecordEditorSource_0.99.3.zip see https://sourceforge.net/projects/record-editor/files/Test/Version_0.99.3/

This zip file has the eclipse projects for the RecordEditor (+ JRecord)+ related jars
The eclipse build path will need to updated to point to the supplied jars + ant files will also need to be updated as well.
