The installer error was recently discussed on our mailing list.
I expect to have a fix soon. Meanwhile, I replaced the download links to the 6.4.0 version.
What do you mean by the "thumb64 DLL" ? recoil-6.4.1-win64.msi contains thumbrecoil.dll which is the 64-bit Explorer plugin.
If you would like to refer to this comment somewhere else in this project, copy and paste the following link:
thumbrecoil.dll from win64.zip is identical to thumbrecoil64.dll from the win64.msi.
In MSI the file is renamed so that both 32- and 64-bit plugins can be installed in the same directory.
If you need to manually install both plugins from ZIPs, place them in different directories or rename one.

The 6.4.0 installer has a specific thumbrecoil64.dll file (plus a thumbrecoil.dll file). The 64 file is missing in the ZIP of 6.4.1.
