That is quite complex! I would never figured it out from the Japanese doc or its Google translation. The XV patch looks good though.
NEC_PC98_PI_files.zip only contains 16-color pictures with explicit palettes.
Can you find 256-color pictures and pictures with default palettes? The link at the nfggames forum is now dead.
