#59 Duplicate land parcels in starter installation

While the default region file is correct and contains a single parcel, the opensim.land table contains two land parcels that occupy the same location. Neither parcel is owned by anyone in the database.

Suggestions:
1. Delete one of the parcels.
2. Create an indentity for the master_avatar
3. Assign the land to the master_avatar in the database and the region\default.xml file
4. Make the master_avatar one of the estate owners.
