Ok how about this: people can register as users on reactos.com. Then
they can put down the times they're most likely to be on irc, with
their timezone too. Then when you go to Communication, under the IRC
section it can identify a list of times, who'll most likely be there
during those times and, of course, the times when most people are on
IRC.
