[ros-kernel] APCs

What is the reason for disabling normal APCs while allowing special 
APCs?  If there is a good reason for this in NT, then we should go back to 
allowing normal APCs to be blocked, but delivering special APCs anyway, and 
have the IO manager use these special APCs.
