No I am not the one in charge of applications, Jason Filby is in charge of ReactOS (I think) as a whole. I reccommend working slightly lower then application level. It might not be as hard as you think. An example would be the GDI, sure the hardware portion would be difficult, but the functions like FloodFill would be easy to implement.
