Read the whole thread!!

They are talking about a GUI-shell, not a console-shell (text mode). Of
course ReactOS has text-mode shells, shell.exe and cmd.exe (rosapps module).

And to answer your next question. Yes, you can start a GUI-application from
a text-mode shell!
