[ros-kernel] crtdll.dll vs. msvcrt.dll

Is there some reason we have a crtdll and most of the apps explicitly 
linked to it instead of just using mingw's default rtl ( msvcrt.dll )?  I 
have fixed the makefiles to not link to crtdll.a, and everything works fine 
with mscvrt.dll.  If there is no reason for using crtdll and keeping 
duplicate RTLs, I'll commit the changes.
