If there is a reason to break binary compatibility, then sure, I'm all for 
it, but if the NT way is good enough, we might as well be compatible with 
it not so that both OSes can share the same working hives, but so one can 
create and manipulate hives for the other to use.  For instance, it might 
be nice to have a ReactOS boot disk that could be used to repair registry 
hives on an NT system.  Of course, this is not of primary importance, so if 
there is a way to improve on the file layout that breaks compatibility, 
then so be it.
