The program manager is really fubar and I dont have the programming skills to fix it. I'm going to do some code cleanup and sumbit my changes to wine and reactos in the next week. As for Calmira I have no idea about it. I have have seen some great windows shell replacements done in pascal. See http://www.gxexplorer.org/ this is a kickass 32bit shell replacement. I replaced explorer.exe with shell=c:\calmira\calmira.exe in the system.ini file. Calmira is GPL GNU Pascal source. It has a tackman, explorer and look and fill of windows 95. It's something to consider later on I guess. Not bad for a 16 bit application! I'm thinking of porting it to ROS. Since Steven Edwards has Progman and I've tested it too and it works.
