[ros-kernel] FW: HCL and driver question

I agree trying to go ahead a certify apps and drviers would be kinda
pointless for the most. I'm just suggesting going ahead and layign some
procedures in place for testing now so we wont end up wasting time
latter. My big focus is on the mingw suite and any utils that are
already ported to the win32 console.
