I have a suggestion.

There are numerous libraries floating around out there to support
VGA/SVGA graphics.

Why not write a GDI "front end" to one of those (GPL/LGPL) libraries
for now? It would not be very efficient, but it would be a start.  Then
you could gradually move more and more of the library code into the GDI
calls to increase the efficiency, until eventually the system would be
fairly optimal.
