[ros-kernel] mingw win32api vs. reactos win32api

We have our own win32 api headers and libs in reactos, so why do we still 
use the mingw win32 api?  I think we should modify the makefiles to the 
headers and libs in reactos, instead of the system includes and libs, which 
requires that the mingw win32 api is installed.
