re2c-0.14.2/README says to run ./configure

I can't find a configure file anywhere, and the text before that in the README file doesn't say how to produce one.

Please use the re2c-0.14.2.tar.gz (sourceforge.net).

re2c-0.14.2-src.zip was for windows users and is absolutely broken now.

Deleted all MSVC stuff.
One can use mingw to build re2c for windows.
Will be released in 0.15.
