With Service Pack 3 for Windows 2000, licenses are no longer kept on the clients. The server keeps track of the licenses. Licenses can also expire. For example, you login to terminal services with a computer that you no longer want to use terminal services. Within 90 days, if you do not login, the license will expire and be added back to the pool of unused licenses. Also, if you login with a computer only once, it only takes a temporary license. The second time it takes a more permanent, but expirable license.
