I have downloaded the two most recent images both directly and via torrent to no avail; they both have different SHA1 sums from what is listed on the download page and both (unsurprisingly) are not bootable. Little help?
Ah, that might be my mistake. I assumed the checksum was for the img, not the zip.
I am writing it to the card. Originally I was using dd on my Debian box, but when that failed I also tried w32di on a win10 box. Both failed to boot; just a black screen and no response to a ping over the network interface :(

Phooey. I've tried re-downloading the zip and checking the SHA1, for both the current and the last couple images, and none of them will boot. RetroPi and Raspian both work just fine using the same SD card on the same Pi :( Any thoughts?

The SHA1 is for the ZIP file NOT the .IMG file inside.
Are you just putting the .IMG file on the SD card ? You need to use Win32DiskImager.exe to put it on the SD card.

I know it isn't the zip card, as I can load retropi on it just fine.

Maybe you want to try a different tool to flash the image to your card, such as dd on Linux. We had issues in the past with Win32DiskImager failing to copy the image properly on some Windows machines, see also
