I would think #1 should be as easy as an extra field. Similar things have been done in several rainbow areas. I'm going to pick a bone with #2. The problem with item level security is that it makes content administration a real pain in the arse. The backend part is pretty basic but it is the UI that becomes a mess and it really makes administration a full time job. I am not sure but I'd guess this is probably the reason why role based security is so popular, because it is much easier to manage. Same goes for security at the module/tab level vs item level. Just my opinion based upon my experience with that one. I hate to discourage any idea but I am slowly learning that what sounds good on paper is sometimes a nightmare in implementation.
