#80 Docking test & duration missions canceled too early

If you schedule a Docking Duration mission and the Docking test fails, mission control cancels the rest of the mission and doesn't attempt the Duration steps. This would make sense if the spacecraft is damaged or someone was injured, but most of the time they simply can't complete the joining, and return to Earth without bothering to try the Duration.

This also happens sometimes with Docking EVA missions.
