Announce, Qwt 6.1.4 and PyQt-Qwt 1.02.00 in Debian Buster

The Debian packages of Qwt and PyQt-Qwt have been updated to 6.1.4 and
1.02.00 respectively. They will be included in the upcoming release, Buster and
I guess that release will be the base for the next Raspian OS for
Raspberry Pi users.
