The Phase of the Project should be Role dependent.
E.g.:
- the Phase should not be changed to 'Correction' if the actual role is Reviwer (in this case also the Menu-->Project-->Create New Review Cycle is wrongly available)
The Phase you marked in the picture is the state of the review.
This state cannot be Role depended, because if e.g. all reviewers have perfored the review the review has to continue with the Correction phase.
So if a Reviewer still opens a project file in the Correction phase he/she will se of course Correction as state.
The enabled Create New Review Cycle menu is intended. When clicking the menu you will get an information, that you are a Reviewer and the Initiator should create the new review cycle. So just Cancel this action if you erroneously used the menu.
In my opinion it is not good to forbid everything (it can be changed anyway) there might be situations, where even the Reviewer will create the new review cycle and disabling the menu makes work more complicated in this case.
