#1 Control Number of Rows

This is an itch scratch: I wanted smaller icons in the
Lounge than normal panel launchers (otherwise what's it
good for?) and yet my panel size is set to Small. So I
removed the checkbox for "icon size follows panel size"
and replaced it with the ability to set the number of
rows. (The default, rows=1 causes the icon size to
follow the panel size.)

I have tested the feature with various sizes of both
vertical and horizontal side panels. Multiple icons and
seperators work as with large panels before.
