1.6d20 release

I don't know if we decided that anyone was in charge of this, but I 
made a draft of a 1.6d20 SDK for Windows.  You can get it from 
<ftp://ftp.frameforge3d.com/misc/quesa_1.6d20_sdk.zip>.

I found that we didn't have a CodeWarrior project to build Geom Test 
for Windows, so I will be checking in an update to Geom Test.mcp with 
Windows targets.
