To follow up my own post, I found this on

So, I'm guessing that this is the cause of my inability to connect 
via CVS.  Hopefully they'll have it fixed soon.

P.S. Incidentally, it does work if you switch to CVS and put in a 
(non-anonymous) username and password.  But that won't help most list 
members.
