I went away for the weekend, and when I came back, steps 1-3 were 
done. (Thanks Dair and James!)

So, I move we go ahead with step 4 and make quesa.org redirect to 
quesa.sourceforge.net, which is looking quite good and is already 
quite a bit more current than what's at quesa.org.
