Originally it was, as the template for the licence uses "Regents of the
University of California" as the 'owner' field.

However without qualification it just means "member of a governing
board", i.e., us. It does tend to be used mostly by Universities
nowadays, as they do like to hang on to obscure terms, but doesn't have
to.
